On the opposite coast, fire services across Broward County, FL came together under the Sheriff’s Office in an effort to provide services that are more effective to county residents. Contrary to many public safety mergers, this merger went well. Why? What was done differently? Each of these programs are examples of constantly learning to improve a department’s service – a fundamental HRO trait. Each also represents excellent change management that engages those affected by the change to provide a positive outcome. Div. Chief Bryan Brice from the Orange County Fire Authority (OCFA) and Asst.
