How can I get listed in regional directories?

Summary: 1.) Do you need to and should you submit your Web site to Google UK, Google Ireland, and what amounts to Google Scotland and similar branches of Yahoo? Or does the general submission to Google and Yahoo (worldwide) 'cover all the bases'? I'm also interested in learning more about domain names with 2-letter country code endings (like: .co.uk and .ie)..... 2.) On the search engine form, how do you go about getting listed in the results for 'pages from Ireland' or in the Google regional Directory for 'Search only in Scotland'? Would you *have* to have a '.ie' or '.uk' domain name respectively? And, is it possible for an American citizen to purchase a '.ie', '.uk' or other international domain name? And, if it is possible, would it necessarily be considered Black Hat to do so, or would it be just another form of 'covering all of your SEO bases'?
