do the search engines treat different domain extensions differently?

Summary: I've got one website on a .info domain - and I'm having difficulty getting this one particular website ranked for the keyword phrase it is build around. I purchased this domain and created this site particularly to get positioning on this one phrase. The strange thing is that its got a google PR4, so it should be doing much better than it is. So my question is "do the search engines give any different weighting to different domain extensions .com, .net or .info etc?"
