It marked a dramatic change in tone from the Bush administration and reflected Obama's genuine desire to use diplomacy to defuse an enmity three decades in the making. Yet nearly three years into Obama's presidency, the relationship with Iran remains hostile, Iran's nuclear program has moved forward, and military intervention seems increasingly likely.
