Deputy Chief Minister Sushil Modi himself had to be rescued in a boat. While civic apathy is every city's story, should we not be questioning Chief Minister Nitish Kumar, who has been in power in Bihar for 20 years now. Why was the state not prepared to handle this? If this is a natural disaster, was the disaster response apt?
