Summary: Aug. 5 (Bloomberg) -- Tom Tucci, managing director and head of treasury trading at CIBC World Markets Corporation, says the Federal Reserve's uncertainty on when the Fed will begin tapering bond purchase will continue to cause the market to trade at a discount. Tucci says August is traditionally a good time for the bond market, but the Fed's position is clouding a market having a tough time with questions of when and how the Fed will taper.
