Summary: Gov. Jerry Brown delivered his State of the State earlier today in Sacramento. This was his third State of the State message since taking office in 2011, and what a difference a couple of years has made. The Governor began his term with $27 billion in deficit. But now, according to the budget he's proposing, California could be in for a surplus by next year. Another difference: the Democratic super majority in the legislature. Whatever his agenda, the governor may now have the support to carry it out.
