Summary: Carmen Caldwell has been the executive director of Citizens' Crime Watch of Miami-Dade since 2000. She is a crime prevention practitioner certified by the Florida attorney general's office. Carmen oversees a program that has more than 800,000 crime watcher volunteers involving more than 47,000 neighborhoods throughout Miami-Dade County. Citizens' Crime Watch of Miami-Dade has been a nonprofit organization since 1976 and is funded by the Miami-Dade Board of County Commission, grants, and donations. Carmen has been involved with Neighborhood Watch since 1985, when she was appointed by the organization as the co-chair for the City of Hialeah Neighborhood Watch. Before coming to Citizens' Crime, she was a councilwoman for the City of Hialeah from 1991 though 1999. During those years, she also was the crime prevention coordinator for the Hialeah Police Department, implementing safety programs and Neighborhood Watch for the city, which is 98 percent Hispanic
