Why over the course of 26 years (from 1979-2005) the league made repeated attempts to curb it and finally made it a strict penalty only after The Malice at the Palace early in the 04-05 season. While this undoubtedly helped out offenses ... it' also made it almost impossible to guard the perimiter on defense.
